welcome my name is Cindy Kozlowski I'm here to guide you through the preschool transition process as you may be aware early start will end on your child's 3rd birthday so it is important to know what will happen right before there there birthday as well as after their 3rd birthday when early start ends I know this process may seem a little overwhelming as I went through it myself with my own child a number of years ago just know you're not alone in this journey and there are many professionals and resources here to support you along the way you will see that there is a team that will be working with you during the transition process you as the parent or Guardian is the most important part of this team we know you know your child the best your early start service coordinator another important member of your transition team along with the local Education Agency representative you may hear them referred to as the alley a wrap or The Earle Ann Arbor transition specialist also a different therapist credential teachers and Specialists working with you through early start are apart of your transition team school district of residence is another important member of the team and lastly the Family Focus resource and Empowerment Center they provide parent to parent support resources information to families who have children with special needs you might be asking what is transition and why do I need to go through this process for children who are receiving early Ford Services it's the process of moving from early start to either school-based special education and or Community Based Services when your child turns 3 years of age you might also be asking why do I need to go through this transition process you are probably very happy with the early start service providers that are working with you and your child right now the transition process actually happens because it is part of a federal law that law is called the individuals with disabilities Education Act or ID part C of i d a a witches early start here in the state of California don't say that Services end on the child's 3rd birthday then I D E A Part B which is school-based states that services will begin as of the child's 3rd birthday if they are eligible it's you should know that early start is meant to be family-centered and really focus on daily routine for you and your child those Services should be occurring in what's called a nap environment so where are you with buying typically developing children such as in the family home at community park or Library storytime when your child turns 3 changes and with the school district special education services become specific to just your child with the school district we are looking just at what your child needs to act their preschool curriculum so all the different activities and things they're learning at school and their preschool environment but it's in the public school setting I will share with you an overview of the steps in the preschool transition process please know that this will also be reviewed with you one-on-one so individually at your child individualized family service plan meeting or transition afsp and this is actually the first step in the transition process miles transmission afsp needing which occurs when your child is approximately 2 years 6 months of age with your permission that led a wrap or early intervention concession specialist as they are also known will be present at the meeting you will also be given a School District calendar which will be specific to the steps in your own child's transition process at that meeting you will also find out your school district of residence the district's here in the Santa Clarita Valley are casted Union School District Newhall School District Saugus Union School District and Sulphur Springs Union School District all of the school districts provide special education preschool services and grounds for children who were found eligible as a third birthday those services and programs can range from speech only services for children who might only have expressive language. too mild to moderate special day classes and even moderate-to-severe special day classes all are based on the individual needs of your child next your child will be referred to your school district no later than 90 days before their 3rd birthday within 15 days of receiving notification of the Barrel your school district will send you a very important document it's called and assessment plan this is the document you will reap you and then indicate if you can stop or agree to the school district completing their assessment of course you may choose to decline your school district's assessment but I want to remind you that will stop the process with your school district so to keep moving forward with the school district you would need to consent to the assessment it is also very important that you sandfest find assessment land back to the school district right away closer to your child's 3rd birthday you can visit the preschool special education programs I know you might be eager to visit the programs are right away such as right when you have your child's transition afsp meeting but we do recommend you wait because we expect your child to make it's in their development between the time of the transition afsp meeting and their 3rd birthday so it's best to visit when they are around two years 10 months or two years 11 months of age when your child is approximately 2 years 10 months of age your current early start providers so that's terapis credentialed teachers and specialists working with you and your child they will be reassessing your child to create a final closing report which will then go to the school district this is a very important document because we know you know your child the best but your therapist credentialed teachers and Specialists probably know your child next best so we always want to get their input which provided on their closing reports the school district will conduct their own assessment when your child is approximately 2 years 11 months of age you will bring your child one of the public school sites they will call you in advance but the day time and location it's a play based assessment so you will bring your child into the preschool classroom there will be toys for them to play with and they will let them get comfortable in this new setting there will be specific cast the assessment team wants to see your child complete they will always ask you a question also if your child is doing something for the first time at the assessment let the team know that or if there is something you see your child do all what the time at home but they are demonstrating those skills with the assessment team let them know that is well your input is very important the last step in the transition process for your child is being initial individualized education program meeting or IEP meeting it will be held on or before your child's 3rd birthday whoever Esther child with the school district will be at the IEP meeting there is always an administrator at the meeting it might be a school principal or program specialist you can also invite whoever you want to attend d i e p meeting you will see that everything that is discussed at the iup meeting will be typed into the computer at the end of the meeting you will get a copy of that I E document the first thing they will do at the meeting is review the school district assessment Report with you they will look at your child areas of strength there is and compare that to your child's age then they will determine eligibility another change of the law at the age of 3 if your child needs to be found at and at least one of 13 categories we do provide you with a copy of the 13 eligibility categories at your child transition afsp made once eligibility has been determined then goals will be written for your child and you can always give input on the goals that last step is to talk about services and placement at the end of the meeting they will go over the signature page of the IEP document with you you will also be shown a copy of the signature page at your child's transition Play Mayday it is the page of the IEP document where you are giving consent you have educational rights and you are making educational decisions for your child no special education services can begin without your consent also if your child is found eligible for special education services they can begin as a child birthday if it's a regular school day if you would like additional information or resources related to the preschool transition process please go to the Santa Rita Bali cell phone website as indicated here on your screen go under their resources Tab and then you will see an additional tab for parent resources there is also a quarterly preschool transition Workshop that you might find helpful at this meeting each school district has a representative present North Los Angeles County Regional Center at this. number in attendance to discuss the steps in the transition process related to Regional Center and possible Regional Center Services after your child's 3rd birthday under what is called the lantern other parents are also in attendance at the transition workshop and it's a wonderful time to ask questions in a group setting your service coordinator is also able to assist do with additional information regarding this process and of course it would be very specific to your child Family Focus resource and Empowerment Center also is indicated on screen but their website and provide parent to parent support and information regarding the preschool transition process if you have questions at
